Monitor irregular private schools: AAPSU

ITANAGAR, Jul 27: Drawing the attention of the Director School Education towards the irregularities being carried out by some private schools in the state, the All Arunachal Pradesh Students’ Union (AAPSU) general secretary Biru Nasi has today appealed him to initiate early steps to monitor the functioning of such schools.

In a letter to the Director School Education, he claimed that many private schools in the state are not affiliated to CBSE and often charge extravagant fees. Nasi further said that it received a complaint from 60 students of Takar Memorial School of not getting their class X exam results till date. The principal of the school was also found absent from the school for the last two months when a team of AAPSU members visited the school recently, Nasi claimed adding that it is the responsibility of the school education department to ensure that only CBSE affiliated private schools are allowed to function in the state and make sure that the amount that such schools charge against the facilities mentioned in their prospectus are being actually provided to the students.

 

 

Ex-gratia to family of Raja Timba

ITANAGAR, Jul 27: Chief Minister Nabam Tuki has announced ex-gratia payment as per government norms to the dependent family members of Raja Timba, who died of electrocution at Gepen near Baja village in Upper Subansiri district on Friday last.

While expressing shock and grief over the death of Raja, the Chief Minister extended condolence to the bereaved family members of the deceased. Meanwhile, he cautioned officials and workers engaged in maintenance and construction of high voltage power lines to maintain extreme caution and keep the safety of common people as top most priority.

 

Union Health Ministry assures support

ITANAGAR, Jul 27: Union Health Secretary B P Sharma has assured Health Minister Rajesh Tacho to look into various issues pertaining to development of health sector in Arunachal Pradesh. This assurance came when Tacho called on Sharma at New Delhi today.

While raising various issues related to health department,  the minister discussed in length about starting of medical college, increase of medical seats under central pool both for MBBS and dental, one-time special central assistance for five newly upgraded General Hospitals, grant of Model Rural Health Research Unit (MRHRU) and pending issues under various health programmes including NHM. Tacho is currently camping in New Delhi to garner support for improving the healthcare delivery system in the state and is being accompanied by Dr. Dubom Bagra, OSD to Health Minister, Dr. Raja Dodum, Nodal Officer, NUHM cum Infrastructure, NHM and Dr. Nabam Peter, Nodal Officer Health Research and M&E officer, APCMUHIS.

 

Teachers demand salary

ITANAGAR, Jul 27: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has called for release of four months pending salary since April last. The association wrote to the Secretary Education in this regard.

It claimed that a news report by the finance department on June 23 wherein it said that it had released the salary to be false as no salary has been received till date.

 

Teachers Asso. seeks CBI enquiry

ITANAGAR, Jul 27: The All Arunachal Pradesh Elementary Teachers Association (AAPETA) has in a representation to the state Governor today expressed its dissatisfaction over the delay in arresting the culprit involved in the alleged murder of Junior Teacher Mathew Dabi even after 15 months of the incident and appealed him to order a CBI enquiry into the case.

Since the SIT has also failed to yield any positive result, the federal unit and CEC AAPETA will take up the matter with the Union Minister if the state government does not arrest the culprit soon, it further added.

 

Police happiness programme concludes

ROING, Jul 27: The week long 'Happiness programme' of the Art of Living, organised by the Police Department of Roing as part of their community policing, came to an end on Sunday last here at the Multipurpose Hall.

SP Roing Rajneesh Gupta said that his aim is to make each and every person of the district acquainted with the Art of Living, especially the local permanent residents, so that they can later spread the knowledge.

"I have a larger canvas", he said while saying that the current courses are just beginner's courses, and that he plans to introduce advanced full time courses too. "Happiness and sorrow are two sides of the same coin. Resorting to drugs and alcohol is totally unnecessary as these substances promise but do not deliver", he added.

Sharing their experiences, the participants said that they have benefitted a lot from the course, mainly with stress management.

The resource person from Itanagar Centre Suchandan advised the participants to smile and carry a happy attitude, and pass that vibe around.

SP Gupta informed that the department will conduct such programmes at regular intervals.

 

Govt to boost road infrastructure

PASIGHAT, Jul 27: The people of East Siang district including Pasighat, Ruksin, Nari and Mebo subdivisions can look forward to something positive in terms of road infrastructure in East Siang under Special Accelerated Road Development Programme in North East (SARDP-NE).

The Arunachal Pradesh State Road Development and Regulation Bill-2015, was tabled in the recent budget session of state, wherein as many as 29 roads including a number of roads in East Siang is recommended as Interstate Highways, State Highways and District Roads to be considered under the central sponsored scheme.

Mirem Mikong Jonai (MMJ) Road and Mebo-Dhola road linking Upper Assam and Pasighat-Jonai BRTF road via Rani village has been recommended as inter-state highway while it recommended Pasighat- Ledum –Tene – Koyu (PLTK) road as intra-district road. Thus, the state cabinet has advised Public Works department to submit project proposal for declaration of the state highways and intra-district road for sanction under SARDP-NE.

It is expected that the state government’s effort to boost link surface communication would give new lease to the PWD roads that are lying dilapidated for the last several decades in want of maintenance.

 

Vanmohatsava celebration at Nyapin

ITANAGAR, Jul 27: A total of 1500 saplings of ornamental and shade bearing species were planted at various institutions namely Govt. Hr. Sec School Nyapin, Govt. Pry. School Lower Nyapin, Tadar Tang Memorial CHC, Nyapin, PWD I.B Complex, ADC office complex Nyapin, KGBV complex, Govt. M.E School Upper Nyapin coinciding with 66th Van-Mahotsava on 25th July. The programme was organised by 77th Lower Nyapin Anchal Segment headed by Tadar Chachung ASM L/Nyapin cum SMC Chairman and Upper Nyapin Youth Welfare Association in collaboration with Kurung Kumey Forest Division.

Before planting of saplings, a meeting was held at the auditorium of Govt. Hr. Sec. School Nyapin which was attended by students, teachers, Panchayat members and general public.

Speaking on the occasion Cheechung Chuku ADC Patuk stressed on the need to protect the environment. He advised the students, panchayat member and general public to take care of the planted trees.

Gyamar Nima, DFO Kurung Kumey Forest Division appealed each and every one to save the planted saplings to make Nyapin Clean and Green.

He also told that regular inspection of planted trees will be carried out by him and his officials and if the responses are satisfactory, he assured that more such programme shall be taken up in future. Tadar Chachung ASM lower Nyapin explained the aims and objectives of the programme and appealed all citizens of the area to cooperate in preserving the environment. (DIPRO)

 

DC stresses on quality school education

ITANAGAR, Jul 27: To impart quality education in schools, training programmes for School Management Committees, local authorities, PRI members and headmasters of various schools were conducted at Lumla, Zemithang, Dudungkhar and Tawang clusters recently.

Attending the training programme at Tawang today, Deputy Commissioner Abhishek Dev urged the SMC members, local authorities to be more realistic in bringing up quality education in the district.

ZPC Jambey Tsering, DDSE Lama Thupten Phuntsok, Principal (Manjushree) and BEOs, BRCC and CRCC also attended training.

 

Army Recruitment Rally

ITANAGAR, Jul 27: Indian Army will conduct recruitment rally especially for the candidates of Arunachal Pradesh at Tawang from October 1 to 5, 2015 and at Likabali from February 25 to March 1 2016.

Interested candidates are advised to get themselves registered online to participate in the recruitment rallies which can be done by simply logging in to the army website www.joinindianarmy.nic.in website registration is already open and the process of online registration and submission of filled up application forms by candidates for Tawang recruitment rally will start on August 15 and end on September 15.

Candidates are also advised to bring with them copies of online self printed Admit Cards to the rally site. The date for online printing of Admit Card by candidates is from September 16-20.

The detailed information with regards to Likabali recruit rally to be held next year will be intimated on due course of time, according a release issued by Army Recruiting Office, Jorhat, Assam.

 

Replace JE: BDC

ITANAGAR, Jul 27: The Bodo Development Committee (BDC) has demanded for replacing the junior engineer (JE) of the road project from 51km point Seppa Chayang Tajo road to Sawa Hq claiming his inefficiency.

In its letter to the Chief Executive Officer, Rural Works Department, it said that due to wrong decision the road construction is being halted meaninglessly for many months.

 

Committee calls for cancellation of compensation bill

ITANAGAR, Jul 27: The Lower Koloriang Trans Highway Effected Land Owners’ Committee has called for canceling the prepared compensation bill claiming that 90 percent of the original land owners of the project have not been included in the list and that the list is a fake one.

The committee has also demanded that re-survey be conducted for the project saying that the last survey was carried out by a group of local officers and public leaders unofficially without any government order.

 

Assoc. demands termination of PTC Principal and others

ITANAGAR, Jul 27: Alleging that Constable Nabam Regang of 5th IRBn died due to utter negligence on part of few officers of PTC, Banderdewa, the All Puyu Panchayat Employee Welfare Association (APPEWA) has demanded immediate termination of the Principal, the Medical Officer and personnel on duty on the day of incident.

The association alleged that the Medical Officer did not attend to Regang after the incident and he was left to die.

The eye witnesses in the theory of death by falling from a building must be named and the action taken against the officials and officers should be made public, the association demanded.

Further, adequate compensation should be provided to the bereaved family as per provision, demanded the association.

 

Quiz competition

ITANAGAR, Jul 27: The students of JNV representing Anini-II won the first position in the district level quiz competition of Dibang Valley conducted at Govt. Higher Secondary School, Anini on July 25. The group of GHSS, Anini, which represented Arzoo circle, won the second position.

A total of six groups, four from GHSS, Anini representing various circles of Dibang Valley and two groups from JNV School Anini representing Anini-ii and Anelih circle took part in the competition.

The competition was organised by Dibang Youth’s Literacy & Skill Foundation (DYL&SF) with help of the Deputy Commissioner, DDSE and various other government departments.

 

Inter VKV chess tournament

ITANAGAR, Jul 27: Tamo Natam and Narang Lukham, both from VKV Kharsang became champions in senior and junior categories respectively in the inter-VKV Chess Tournament organised by VKVs Arunachal Pradesh Trust at VKV, Roing on July 25 and 26. Rine Yirang of VKV, Oyan was the champion in sub-junior category.

Altogether 68 selected students from 27 VKVs participated in the tournament, informed A Krishnan, Principal, VKV Roing.

Lower Dibang Valley Superintendent of Police (SP) Rajneesh Gupta, who attended the inaugural function, encouraged the students towards games and sports. He also gave some importance tips and formula to overcome the barriers of study.

SR Gupta, Deputy Manager, NHPC Roing distributed prizes to the winners, second and third position holders in each group. Certificates of participation were distributed to the players by Pradeep Kr.Pandey, cluster in charge of VKVs and A Krishnan, Principal VKV Roing.

The entire tournament was supervised by national level chess players Bharat Linggi, Santosh Giri and Aarti Giri.

Former CM PK Thungon gets 4.5 yrs jail in corruption case

New Delhi, Jul 27: Former Union Minister P K Thungon was today sentence to four and half years' jail term in a graft case by a Delhi court which observed this matter highlights "institutionalised corruption" involving the political class and high bureaucrats. Thungon is the first Chief Minister of Arunachal Pradesh who served between 13th August 1975 to 18th September 1979.

The court also imposed a fine of Rs 10,000 on 68-year-old Thungon, saying that due to misappropriation of money by politicians and bureaucrats, "poor people of Nagaland were cheated".

Besides Thungon, Special CBI Judge Ajay Kumar Jain awarded three and half years of imprisonment to two other convicts, Tali A O and C Sangit, while fourth convict Mahesh Maheshwari was given two and half years jail term in the case.

"The present case highlights the institutionalised corruption involving political class and high bureaucrats.

This case unfolds and brings out in the limelight the known fact that how the Central grants allocated to public welfare of the states are misappropriated by highest public functionaries including ministers at Centre, states and top bureaucrats that too with full impurity," the judge said.

In its 13-page order on quantum of sentence, the court said "the entire records were fudged and nobody dared to complain despite the fact that it is in the knowledge of both at the Centre as well as state government level."

The case pertaining to misappropriation of Rs two crore funds released by the Centre for public welfare of Nagaland was lodged by CBI in 1998.

The court, in its verdict, said "the saddest part is that its knowledge is apparent both at the Centre and the state level but no action was taken."

On July 21, the court had convicted Thungon, Tali and Sangit for offences under section 120-B (criminal conspiracy) read with 419 (cheating by personation), 420 (cheating), 467 (forgery of valuable security), 468 (forgery for purpose of cheating) and 471 (using as genuine a forged document) of IPC and under relevant provisions of Prevention of Corruption Act.

All the accused, who were taken into custody after being convicted in the case, were present in the courtroom during the arguments and pronouncement of sentence.

During the arguments, CBI prosecutor told the court that "appropriate sentences" should be awarded to the convicts.

The agency said four other corruption cases were pending against Thungon.

Regarding Thungon, the court said he was "found indulged" in commission of the offence in the case.

"The poor people of Nagaland were cheated through the acts of the convict, however, his contributions for integration of Arunachal Pradesh with rest of the country and the health of his wife and his sufferings of investigation and trial... are also to be taken into consideration," it said. Kalam no more; leaders condole the death of people’s President

Shillong/New Delhi, Jul 27: Former President A P J Abdul Kalam, the 'missile man' who became popular as 'People's President' died today after he suffered a massive cardiac arrest and collapsed during a lecture at the IIM  Shilllong this evening.

Kalam, who would have turned 84 in October, was confirmed dead more than two hours after he was wheeled into the ICU of Bethany hospital in a critical condition following the collapse at around 6.30 PM.

Arriving at the Indian Institute of Management around 5.40 PM, he took rest for sometime and started the lecture on 'Livable Planet'. He collapsed five minutes later, according to Director, IIM-Shillong, Prof  De. Kalam last tweeted "Going to Shillong to take course on livable planet at IIM."

De said the hospital authority told him that Kalam died due to cardiac arrest.

The body was taken to the Military Hospital and will be kept there for the night.

It will be taken by an Air Force helicopter to Guwahati at 5.30 AM tomorrow and from there to Delhi by a special aircraft.

Considered the most popular President, Kalam became the 11th head of the state and occupied the post between 2002 and 2007 but lack of consensus denied a second term in office for a man who came from outside the rough and tumble of politics.

Meghalaya Governor V Shanmughanathan, who rushed to the hospital on hearing the news of his admission, said Kalam died at 7.45 pm. Despite medical team best efforts, he could not be revived.

Chief Secretary P B O Warjiri told reporters outside the hospital that he had spoken to Union Home Secretary L C Goyal asking for necessary arrangements to be made for carrying Kalam's body from Guwahati to Delhi tomorrow morning.

"The former President has been admitted to Bethany hospital in a critical condition," M Kharkrang, SP Khasi Hills said earlier.

A seven-day national mourning will be declared by the Centre, Union Home Secretary L C Goyal said. Both the Houses of Parliament are likely to make obituary references and adjourn as a mark of respect to his memory.

Leaders cutting across the political spectrum tonight paid glowing tributes to former President A P J Abdul Kalam with President Pranab Mukherjee and Prime Minister Narendra Modi describing him as a "people's President" and an "inspirational leader" who dedicated his entire life to the nation.

As the news of Kalam broke, condolences and tributes poured in from all corners of the country, reflecting the huge popularity he enjoyed both in and out of the highest office of the country that earned him the sobriquet of the "people's President."

Mukherjee, in a condolence message, said that "in Kalam's passing away, we have lost a great son of India who dedicated his entire life for the welfare of the motherland and its people.

"Dr Kalam was a people's President during his lifetime and will remain so even after his death," he said.

He said Kalam will be remembered for his passion for science and innovations and his contributions as an eminent scientist, administrator, educationist and writer.

His achievements as leader of India's defence research vastly enhanced the safety and security of of the nation, Mukherjee said.

External Affairs Minister Sushma Swaraj said Kalam was "people's President and a great person."

Lok Sabha Speaker Sumitra Mahajan said that in Kalam's death the country has lost a leader who was popular with the masses as also the intelligensia. A great patriot, scientist and a thinker, he was always active and remained an inspiring personality even when out of office, she said.

Recalling his association with Kalam, former Prime Minister Manmohan Singh said the country and he benefitted immensly from his advice.

Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad condoled the death of Kalam and said he was a "darling" of the people of this nation.

"After Pandit Jawaharlal Nehru, he was the second most popular leader among the youth and students. In his death, the nation has lost a youth icon," he said.

ITANAGAR: Governor of Arunachal Pradesh Jyoti Prasad Rajkhowa and Chief Minister Nabam Tuki have expressed deep shock at the sudden demise of Bharat Ratna Dr. A.P.J. Abdul Kalam, former President of India, who died on Monday in Shillong.

An eminent scientist of international repute, Dr. Kalam in his capacity as the Director of the Defence Research Development Organisation (DRDO), made extra ordinary contribution to the growth and development of Rocketry Missiles and Space Technology. Known as the ‘Missile Man of India’, Dr. Kalam built up of highly dedicated and competent team of scientists and joining hands together established India as a top ranking Nation in the field on a firm footing. Dr. Kalam reposed immense faith in the children and youth of the country and closely interacted and always reached up to them, for which he was known as ‘Peoples’ President’. An exceptional President, Dr. Kalam also a great educationist, travelled across India, meeting and interacting with students of all ages up to the University level, conveying message to acquire scientific knowledge and wisdom through education in order to build a progressive and powerful India with a science and technology oriented knowledge-based society with humane touch, the  Governor said in his message.

Dr. Kalam was a great human being demonstrating a rare qualities of simplicity, inquisitiveness, dedication, selfless service, compassion, humility and patriotism of the highest order. A life long bachelor, Dr APJ Abdul Kalam was an embodiment of all the virtues and goodness. He was a firm believer in universal love and brotherhood among the people across communities. He had always endeavoured his best for the uplift and welfare of the poor, downtrodden and the marginalised sections of the society.

A great visionary, Dr Kalam had authored many valuable books which have largely benefited the people across the Nation, the students and the youth in particular. His books – ‘Wings of fire’ and ‘India Vision 2020’ have got universal appeal and a great source of inspiration for one and all.

Governor Rajkhowa fondly and reverentially recalls his meetings with Dr. APJ Abdul Kalam on two occasions, when he was received with firm hand-shake and treated with warmth and affection, which was simply overwhelming. In his death, India has lost one of the greatest sons ever born and of the greatest scientists and Presidents. The void that has been created by his passing away, would be almost impossible to fill, the Governor observed. However, the legacy and the works of the legendary Dr. APJ Abdul Kalam will continue to inspire and ignite young minds to serve the cause of the Nation for years to come.

Avul Pakir Jainulabdeen Abdul Kalam played a pivotal role in India's Pokhran-II nuclear test in 1998, the first since the test by India in 1974. He received several prestigious awards, including Padma Bhushan and the Bharat Ratna, India's highest civilian honor.

In his book India 2020, Kalam strongly advocated an action plan to develop India into a knowledge superpower and a developed nation by the year 2020. He regarded his work on India's nuclear weapons programme as a way to assert India's place as a future superpower.

At this moment of extreme grief, I, my family, colleagues in the Government and people of Arunachal Pradesh convey our deepest condolences to his family, friends and well wishers and the people of India for this great loss. I pray for his soul to rest in eternal peace”, Chief Minister added in his message.

 

 

Investigations on to trace Seppa rumour-miller

SEPPA, Jul 27: The East Kameng police is investigating to trace out the person who started the rumour of Kameng River flowing above danger level at upstream on Sunday evening forcing thousands to flee from their homes and put entire Seppa town into total chaos. Police sources informed that police department is working on to trace the origin of the rumour.  

“We have started an operation to trace the origin of the rumour”, said Bomto Kamdak Deputy SP of East Kameng district. DSP informed that the rumour started milling around 9 pm in the evening which triggered massive chaos as thousands of people especially residing by the river bank began to evacuate from their homes to safe places at higher locations out of panic. Police sources added that rumour not only affected Seppa town but also created panic in Bhalukpong under West Kameng as many people reportedly fled from their residents and moved to the hills.

A team of police led by DSP Kamdak had to camp at Pakoti suspension bridge (8 kilometers off Seppa town)  till 11.30 pm to monitor the water level so that they could alert others at Seppa which lies on the downstream.  Sources also added that Deputy Commissioner Sandeep Kumar Singh had to patrol whole night urging people to go back to their respective homes telling that it was just a rumour.

Sources from Seppa claimed that in the midnight chaos many residents lost their LPG cylinders and other household materials. Unconfirmed report informed that the rumour triggered unprecedented stampede like situation while mischievous thieves looted many household items from the abandoned residences as several houses were left unlocked out of panic. However, the police stated that no such report has been filed so far.  

The residents of Seppa town now believe that the rumour was purportedly implanted by ‘Anti-dam’ lobbyists of the district. It added that now there is a strong consensus growing among the people for a thorough investigation of the rumour and responsible persons to be booked.

“Whoever generated the rumour should be booked so that such rumour should not be milled around in future”, said an angry resident.

It is also said that people of town had already experienced a rumour of a big earthquake to happen and had created a fear psychosis among the people aftermath the Nepal quake. It is believed that the district disaster management department had made an announcement that the department would conduct a mock drill on earthquake safety tips and techniques weeks ago by fixing the date on July 7, later it was distorted by rumour-mongers by spreading news that a powerful earthquake would occur on July 7. The rumour had forced many panic-stricken parents to withdraw their wards from the residential schools.

 

 

Teenager raped in Daporijo

DAPORIJO, Jul 27: A teenager was allegedly raped in the outskirts of Daporijo town last night. The case was reported to Daporijo police station today.

The shocking case has come to light within a week after a girl was raped by three persons at Dumporijo in the same district.  

In the complaint, victim’s relatives have informed the police that yesterday at around 8 PM, the girl went out to the nearby shop located at the Medical colony to purchase pickles for the house. When she did not return, the relatives raised the alarm.  

She was reportedly dropped back to her house by a car near her house at around 11.30 PM at Medical Colony.  She was unable to speak to the relatives about the incident.

According to the complaint, she was forcefully taken away to an isolated area where she was forced to drink alcohol by the miscreant/s at the tourist house, near Subansiri Bailey Bridge at Lida village. Later the girl was taken to Daporijo to Ziro road at MekDong area where she was physically assaulted.

The police under the supervision of SP Taru Gusar have launched an investigation. They have visited the spot today where the incident took place.

 

 

Govt taking all measures to contain Dengue & JE: CM

NEW DELHI, Jul 27: The government is initiating all possible measures and corrective efforts to contain the reported outbreak of diseases like Dengue and Japanese Encephalitis (JE) in the foothill areas of the state bordering Assam, said Chief Minister Nabam Tuki.

Taking serious note of reported outbreak of diseases, Tuki also had a meeting with state Health Minister Rajesh Tacho and asked him to act promptly to tackle the situation. He has specifically asked the department to send special medical teams to the affected areas with all life saving medicines and equip the district hospitals, community and primary health centres with adequate lives saving drugs and other medical facilities.

Under his directions a high level health team led by Joint Director, Health Services A Yirang and State Epidemiologist L Jampa had visited the affected areas on July 21 and 22 last and held meetings with the district administration, Municipal councils, panchayat leaders, Bazaar committee.

Activate legal services so that justice is accessible

ITANAGAR, Jul 27: A one-day state level consultation for the para-legal volunteers being trained by the Impulse NGO Network, Shillong in collaboration with Athupopo Social Foundation under the sponsorship of the Arunachal Pradesh State Legal Services Authority was held at Hotel Donyi Polo Ashoka here today.

The member secretary, State Legal Services Authority, Budi Habung in his address called upon the judicial officers present in the programme to play a proactive role in activating the legal services authority so that access to justice is available to all. The para legal volunteers also spoke on the difficulties and challenges faced by them in conduct of awareness camps in their areas.

During the programme, the feed-back report of the PLVS was read out by Rossanah of Impulse NGO Network. The one-day meet was attended, among others, by Ito Basar, Yomge Ado, Jweplu Chai, Addl

District and Sessions Judges of Pasighat, Bomdila and Basar respectively, Chief Judicial Magistrates H Kashyap, Yupia, Komjum Tasso, Ziro, Tageng Padoh, Seppa, Tage Halley, Aalo and Habung Tangu, Tailang Laji, Judicial Magistrates First Class besides Jarjum Ete, Chairperson, Indian Council for Child Welfare, Arunachal Chapter and para legal volunteers from the districts.

 

 

Org resent bail to juvenile offenders in Dumporijo rape case

DAPORIJO, Jul 27: Representatives from Topo Welfare Society met the Home Minister Tanga Byaling today regarding the Dumporijo rape case to express their deep resentment at the fact that alleged rapists who are juveniles are roaming freely in the town despite repeated demand and appeals made by many social organisations to re-arrest the culprits.

They also appealed to the Home Minister to immediately establish a Juvenile Home for underage criminals citing the instance of three alleged rapists who were out on bail in absence of a Juvenile Home. They said that letting out juvenile offenders were encouraging under age youths crimes in the town.

Home Minister Tanga Byaling assured them that exemplary punishment will be given to the wrong doers as per the appropriate section of law.  SP Taru Gusar said that forensic reports are being awaited.

Deputy Commissioner Komkar Dulom has asked the senior citizens to maintain peace so that there is no misunderstanding among the clans. Let law enforcing authority do its duty, he appealed.  

Meanwhile, in a representation to the Home Minister regarding electrocution of Raja Timba, Mara Welfare Society has demanded that family member of Late Timba be provided with a job on humanitarian ground. The society stated that the victim was the only earning member of the family.

Minister Home and Power Tanga Byaling assured to extend his possible help as per the appropriate norms of the govt.

 

 

138 Bn CRPF observes 76th Rising Day

ITANAGAR, Jul 27: The 138 Battalion of Central Reserve Police Force (CRPF) of Senki View today observed the 76th Rising Day of CRPF in a colourful manner. Hundreds of CRPF jawans participated in the programme along with their families.

The CRPF came into existence as the Crown Representative's Police on 27 July 1939. After independence, it became the Central Reserve Police Force on enactment of the CRPF Act on 28 December 1949. The programme was formally inaugurated by Parliamentary Secretary Tourism Mama Natung.

Wishing the CRPF jawans on its 76th Rising Day, the Parliamentary Secretary acknowledged the supreme sacrifice made by the CRPF Jawans in service to the nation and mankind.

“I salute those jawans, who laid down their precious lives for our safety and security”, said Natung.  He further lauded the CRPF jawans for serving in different situations and terrains to maintain law and order and to protect common people.  

Acknowledging CRPF jawans service to the nation and society, he exhorted that common people are living free and in peace because of the security jawans.

“Your presence makes us feel safe and secure, we can sleep in peace because of you”, said Natung while appreciating their yeoman service.

Pointing out the requirement of basic amenities inside 138 Bn camp such as approach road, drinking water facilities, electricity, Natung assured that the state government will take care of the basic needs. He announced to create an indoor badminton court for the Jawans inside 138 Bn compound at Senki View. Commandant of 138 Battalion CRPF Ram Krishan highlighted the history and achievement of CRPF since its inception in July 27 1939. A colourful cultural programme and other sport activities were conducted to mark the occasion. Later Natung gave away various prizes to winners of sports and other activities.

 

 

Implement new power development schemes in letter and spirit: Minister

KHONSA, Jul 27: Women and Child Development and DoTC Minister Wanglin Lowangdong has called for implementation of Deendayal Upadhyaya Gram Jyoti Yojna (DDUGJY) and Integrated Power Development Scheme (IPDS) in letter and spirit.

Presiding over the first  Tirap District Electricity  Committee meeting held at Deputy Commissioner’s conference hall here today, Lowangdong said that the important central schemes should be meticulously planned and diligently implemented with a great degree of efficiency and transparency unlike the earlier RGGVY scheme which was not a success owing to various reasons.

Lowangdong urged the district administration and the electrical department to work in close coordination  with the Power Grid to ensure that all the census villages and the urban areas in the district were properly electrified. He opined that due to rapid increase in population and expansion of villages the need for power supply had grown. The Minister further said that the people of Tirap district were law-abiding and never created compensation hassles unlike in many places of the state.

Speaking on the occasion, MLA Wangki Lowang said that there was a visible lacuna in installing power lines while creating infrastructures due to lack of proper coordination between the line departments. Lowang said that scopes for use of solar energy should be explored, especially in the rural areas and suggested that the power line from Deomali to Khonsa should be connected through Namsang-Khela without touching Assam.

MLA Wanglam Sawin in his speech told the SE and the EE that the pending bills of the contractors and the labourers should be cleared before starting the new schemes to avoid overlapping and unnecessary tussle between the villagers and the power department.

Earlier, in his address Tirap Deputy Commissioner said the new schemes would help in transmission and distribution of power in both urban and rural areas adding that the district electricity committee would travel the proverbial ‘extra mile’ to ensure that the schemes were properly implemented. The DC said that the first meeting on DDUGJY and IPDS was to familiarise the stakeholders with the new schemes and said that a review meeting would be held after every three months. He urged the SE to replace the old electrical poles and high tension wires which could collapse any time and create accidents.

The DC further said that the power grid and power station should be constructed in the outskirt of the Townships.

SE (Elect) CT Namchoom, highlighted the salient features of DDUGJY and IPDS in a presentation. He said that as per 2011 census 183 villages including Longding district have been electrified while seven villages which fall under Longding district are yet to be electrified.

Health officers and officials asked to maintain team spirit

ITANAGAR, Jul 27: Additional Mission Director of National Health Mission (NHM) Habung Lampung called upon health officers and officials of Lower Subansiri District to inculcate team spirit and sense of responsibility among themselves to strengthen the health system.

Addressing the health officers and data handlers in a one-day hand on training under NHM organised by District Health Society, Lower Subansiri at Ziro yesterday, Lampung stressed on improving correct and authentic reporting of data as all the health action plan is prioritised based on reported data.

We need to change the working attitude to bring positive outcome, he said.

Dr Tana Natung, Nodal Officer (MCH) said that Health Management Information System (HMIS) is specially designed to assist in the management and planning of health programmes. The policy makers develop health action plans and policies based on data collected after their proper analysis and evaluation, he said.

HMIS consultant highlighted the various problems and technical aspect of data entry and reporting and clarified all doubts on reporting format.

The UNICEF Consultant briefed on RMNCH performances.

Later; on hand training was given to all block data manager and ANMs.

Earlier DRCHO, Derin Lekar urged everyone to get all their doubts cleared during the training.

Meanwhile, District Medical Officer Moli Riba hoped the training would immensely beneficial to the data collectors in collection of accurate data and getting their all doubts cleared on data collection

Medical Superintendent Kime Horming also spoke in the training.

The training was attended by all senior medical officers, other programme officers, block data managers and ANMs.

 

 

Medical officers asked to be vigilant on JE, Dengue outbreak

ITANAGAR, Jul 27: Kurung Kumey district administration following reports of several cases of Japanese Encephalitis (JE) and Dengue in few districts held an emergency review meeting involving district health and various other government departments to get prepared for fighting the diseases in case of any outbreak.

District Medical Officer (DMO) in-charge of Kurung Kumey asked Medical Officers in charges of various health centres of the district to keep vigilance and surveillance on Dengue in their respective jurisdiction.

Highlighting the signs and symptoms of dengue fever, the DMO advised for removal of all potential mosquito breeding habitats, particularly stagnant water where mosquitoes lay eggs.

He advised all for using mosquito repellants, nets while sleeping not only during night but also during daytime as mosquitoes carrying Dengue virus roam and bite during daytime.

Meanwhile, the DMO in-charge informed that medical team has been sent to Parsi-Parlo following reports of Gastroenteritis disease.

Deputy Commissioner (in-charge) Cheechung Chukhu presided over the meeting.

 

 

Medanta Hospital to be empanelled

under CMUHIS soon

NEW DELHI, Jul 27: The prestigious Medanta Hospital, based in Gurgaon in the vicinity of New Delhi, will be soon be empanelled under the Chief Minister’s Universal Health Insurance Scheme (CMUHIS) giving relief to scores of patients from Arunachal Pradesh who frequent the national capital for specialized treatments.

This was assured by Chairman of the Hospital Dr Naresh Trehan to Chief Minister NabamTuki, who made a visit to the hospital today. Tuki had, in an informal meeting with DrTrehan, explained the people-centric scheme of the state government and requested Medenata to be empaneled with the scheme so that people can undergo cashless treatment in the reputed hospital.

Tuki, who is also the finance minister of the state, while presenting the budget for 2015-16 recently in the State Legislative Assembly, had announced to enhance the insurance benefit from Rs 2 lakhs to 3 lakhs per family per year.

Zero tolerance approach to Education and Health sector: Kumsi

ITANAGAR, Jul 27: Thrizino-Bhalukpong MLA cum Parliamentary Secretary PHED Kumsi Sidisow stated that he would adopt zero tolerance approach to education and health sectors. The Parliamentary Secretary said this while chairing a coordination meeting held recently at Bhalukpong which was attended by administrative officers, head of departments, principals, headmasters, SMCs and PRI leaders of Bhalukpong administrative circle.

The representatives from 11 government schools and eight private run schools were also attended the coordination meeting. Emphasising on quality education and smooth running of government schools under Bhalukpong, MLA formed a Circle level Monitoring Committee for Education with the EAC as the chairman, BEO as the member secretary and all the HoDs as the member of the Committee to oversee the functioning of the schools. It said that the committee will be guided by Anchal Chairperson and MLA himself. Appealing the teaching fraternity to be punctual and be dedicated to their jobs, he warned that absentee teachers would be dealt strictly.

Responding to the memorandums from various representatives of the schools over shortage of teachers, drinking water facilities, boundary walls and additional class rooms, local MLA assured that he would look into the matter on a phase wise manner on need basis.

Pointing out lack of work culture and insincerity among the local teachers, EAC R Rakshap urged the teachers to be punctual in their duties. He also suggested them to include all the components like water supply fittings and electrification be added while preparing estimates for additional classrooms.

 

 

Intensive Diarrhea Control Fortnight campaign starts

ITANAGAR, Jul 27: Deputy Commissioner cum Chairman District Health Society, Papum Pare Tai Kaye today inaugurated the Intensive Diarrhoea Control Fortnight campaign at PHC, Chimpu.

While addressing the gathering, DC Kaye called upon the health department to intensify the Diarrhoea control campaign on missionary mode for effective implementation of programme in the district and appealed the beneficiaries to take benefit of the programme. He also urged them to maintain cleanliness of health and surroundings to save children from diseases.

DMO Dr. S. Ronya asked the doctors and its staff to work for total prevention and control of Diarrhoea and other diseases. He further said that every household should be covered under the programme.

During the fortnight campaign from 27th July to 8th August, ORS packet and Zinc Sulphate tablets will be distributed to every home where a child below 5 years is residing and intensive awareness camp and advocacy activities will be held in all health centres in the district. ZPM Techi Mecha, medical officers, staffs and beneficiaries attended the programme.

Meanwhile Intensified Diarrhoea Control Fortnight sponsored by National Health Mission and organised by District Health Society was also formally launched at General Hospital Aalo today. The programme is also being launched in all administrative circles and subdivisions of West Siang district. District Medical Officer Dr. Marbom Basar inaugurated the ORS Zinc Corner and distributed Zinc Sulphate and ORS packets to mothers who turned up with their children on the occasion.

Exhorting doctors, paramedical staffs and ASHAs to launch the programme in a meaningful way, Dr. Basar said that ASHAs have big roles to play in the remote areas where there are no heath centres and people are ignorant about health and hygiene. DFWO Dr. Kengo Ori, Medical Superintendent Dr. Linya Lollen and DPM Yomto Lollen also spoke on objective behind launching the programme. (DIPROs)

Our Roing correspondent adds: The Intensified Diarrhoea Control fortnight, organised by the District Health Society under its nodal officer DRCHO Dr. Raju Mena, commenced at the District Hospital here today. The main theme of the programme is to promote drinking properly boiled water and use of ORS as soon as Diarrhea starts.

DMO Dr. D. Wange informed that the activities of the IDC fortnight have been divided into two weeks. The first week will be mainly for awareness generation, wherein, health workers and ASHAs will distribute ORS going from door-to-door while creating awareness about general hygiene and preparation of ORS..

In the second week the ASHAs will organise 'Mother's meeting' which will mainly aim at creating awareness about infant and young feeding techniques, and mainly about the importance of breastfeeding.

"The ASHAs will be required to identify malnutrition affected children and refer such children for further treatment. The ASHAs will be given incentives for their work", informed Dr.Wange.

"Zero death because of diarrhoea is our main target", said Dr. Raju Mena. He also informed that all the MOs of the district were trained about the programme on thursday last, and the programme will touch each and every corner of the district.

ZPM Iduli Block, Sipa Mena Miuli, who attended the programme as Chief Guest said that such programmes should reach all the remotest villages. Miuli later distributed ORS packets to patients at the hospital.

DVBDCO Dr. N. Yirang took the opportunity to inform about the fast spreading Dengue in nearby Pasighat, and its preventive measures. He also spoke about the deadly Japanese Encephalitis. He advised to take preventive measures against the disease as once dengue starts it is impossible to control. "Vector borne diseases can be controlled only through our behaviour control", said Dr. Yirang.

 

 

Governor mourns death of B K Handique

ITANAGAR, Jul 27: The Governor of Arunachal Pradesh, J P Rajkhowa has deeply mourned the sudden demise of former Union Minister B K Handique. Handique passed away at the Jorhat Medical College Hospital on Sunday afternoon following brief illness.

In his condolence message to his wife, Swarup Rani Handique, the Governor said, “I am deeply grieved to learn of the sudden passing away of veteran parliamentarian and former Union Minister and your beloved husband Late Bijoy Krishna Handique”.

The message further said “Handique will be remembered for his immense contribution towards the welfare and development of the people of North Eastern region and the Nation. Throughout his long political life, Handique worked tirelessly for the people of the Northeast and the Nation. He wished to see the NE region on the forefront of development and national mainstream and as minister of DoNER pushed forward his goal, focusing on connectivity, promotion of youth welfare and entrepreneurship in the region. His genial behaviour and humane qualities were admired by the people and his colleagues.”

“On behalf of the people of Arunachal Pradesh, my wife and myself, I convey our deepest condolences and pray to Almighty God for eternal peace of the departed soul and also to give family members, the required strength, to bear with the irreparable loss,’’ the message read.

Meanwhile, Agriculture, Horticulture, AHV & Dairy Development Minister Chowna Mein and his wife, former Namsai MLA, Nang Sati Mein have expressed sadness over the demise of former union minister late BK Handique.

His virtue in public life, amiable nature and his straightforwardness made him a person different from the rest. He was a proficient politician and a gentleman. In his demise, people of Assam and the entire North East have lost a good leader and a father figure and a void has been formed in the political arena of the region. I am sure the future generation will emulate him and carry forward his vision and good work, Mein stated in a condolence message and prayed for the eternal peace of the departed soul.

The Arunachal Pradesh Mahila Congress Committee and National Students’ Union of India state unit also condoled the demise of Handique. The Arunachal Pradesh Congress Seva Dal also deeply mourned the demise of BK Handique.

“He is death a big blow to the entire North-East region and the nation,” said the Seva Dal Chief while recalling his contribution towards the region and Arunachal Pradesh in particular as a union minister during UPA-1 Government at Centre.

He was an honest politician, a sincere and dedicated party leader and his immense contribution for overall development of North East and Arunachal Pradesh will always be remembered by the people of the region and the party, Kaha said.

Serious setback to peace process

The Gurdaspur terrorist attack has shock the nation. As per the report, four police personnel including one Superintendent of Police along with three civilians have been reportedly killed. The police in coordination with army managed to kill the three highly armed terrorists after almost 12-hour long operation. This was the first major terrorist attack under the present NDA government. The initial report suggests that terrorists are Pakistan sponsored and most probably they sneaked into India from Pakistan.

While union Government has strongly reacted to the incident with National Security Advisor (NSA) Ajit Doval terming it as serious terrorist attack and Home Minister Rajnath Singh also promising of tough response.  The opposition parties, though, condemning the incident has also termed it intelligence failure. Further Congress party called Prime Minister Narendra Modi to clearly tell his Pakistani counterpart that cross-border terrorism and talks cannot go together. The call for cancellation of talk and proposed bilateral cricket series with Pakistan is growing following the incident. Just recently PM Modi meet his Pakistani counterpart at Russia during BRICS summit and two sides agreed to continue the dialogue process. The Punjab terror incident will severely dent the dialogue process between the two nations. Pakistan needs to understand that terror and talks cannot go together. Unless they stop sponsoring anti-India terror group, the relation between two hostile neighbouring countries will never improve.

Root cause of corruption in Arunachal Pradesh are engineering departments, government officers, political, students and society leaders, contractors as well as publics.

Corruption is like a cancer which one cannot heal but only we can reduce or stop it for some time.

My request is that we should complete all the assignment given to us with responsibility. We should think about common good instead of individual.

Let us think twice for Arunachal so that we can move forward to a beautiful state.

Consumer rights and court

Dear Editor,

Through your esteem daily, I would like to highlight about the rights of consumers as enshrined in the Consumer Protection Act 1986 and its Amendment Act 2002 and also how the enacted law is violated by law enforcing agencies in our state.

The consumer protection Act 1986 tries and ensure to help a consumer when for example, the goods purchased are defective or the services rendered are subject to some deficiency.

Prior to the C.P Act 1986, for any consumer complaint one had to go to an ordinary civil court by engaging a lawyer, paying court fee and be harassed for decades. And to overcome such unnecessary harassment to a consumer, the C.A Act 1986 was enacted so as to deliver justice much quicker.

The amendment Act of 2002 further expedited such proceedings by imposing time limits i.e. any such complaint from now onwards must have to be disposed off within a period of 90 days and if situation so demands then 5 (Five) months.

Though the above mention contents are the basic rights enacted by the C.P Act 1986 and its Amendment Act 2002, but it is very unfortunate that in complete violation of the established law, the law enforcing agencies are neglecting and violating the enacted law themselves and contributes in harassing a consumer.

For instance, I had filed a case/complaint against the Dept of power on 4th Oct 2005 for deficiency of services in the District consumer redressal forum, Pasighat and since then it has been almost a decade on I am on the run in between the District Forum and the State commission.  Till today I am waiting for justification.

The fact of the instant case is that the Department of Power had illegally disconnected the electricity supply to my Ice Cream shop on violation of electricity Act i.e. without prior notice and for which I had filed a complaint in the District Forum on 4th Oct’2005. The District Forum after taking a long three years finally delivered its judgment on 11th July 2008.

The department on their part appeal against the District Forum Judgment in the State Commission which took another two years only to be back to the District Forum for fresh trial on 23rd Nov 2010. And after coming back to District Forum, it took another five years and finally gave their judgment on 12th March 2015. But to my surprise, the compensation allowed was neither amounted to my actual losses nor justified. Hence, aggrieved by the order, I have preferred to appeal in the State Commission and 29th July’2015 I had appeal in the State Commission for justice.

Here I would like to ask the authorizes concern that though the Department of Power, Pasighat are responsible for their act of deficiency in service and harassment, along with them isn’t the District Forum and State commission are also responsible for violation of the law and for causing unnecessary harassment to the complaint? And if they are responsible for such act of injustice where shall I have to lodge complaint and what short of penalty should be imposed on those law enforcing agencies for violation of enacted law.

Finally, I would like to appeal to all the citizens of our state that as a consumer if you are convinced that goods are defective or there is deficiency in services put your point of view with full emphasis so that consumers do not suffer for no fault of theirs.

And I request the authorities concern to take serious steps so as to enforce such established law sincerely instead of eye washing publicity in newspapers.

Speed up the process for us

Dear Editor,

Through the column of your reputed daily, I would like to draw the kind attention of the concerned authority towards the untold miseries suffered by Data collector-cum-compilers (DCC) appointed under the centrally sponsored scheme for the improvement of statistical system at state and district level .The scheme was running successfully since very inception. However scheme came to a halt with the closing of XIII finance Commission and subsequently we were served release order abruptly leaving hundreds of DCCs in the state in dilemma and confusion.

It was indeed a disheartening news for us specially when most of the staff have already attained the relaxed age and mentally and emotionally unfit to face any competitive exams presently.

Meanwhile, the concerned  authority seemingly agreed upon extension of our service for a year but the file process in this regard too has suffered a setback as it got stuck somewhere in want of  administrative approval as a result we have been spending sleepless nights without a penny since last four months.

In this regard we request the concerned authority to speed up the file process immediately in the larger interest of already depressed contractual staff.

Besides, we are still clueless whether this scheme is recommended for continuation under FFC or not?
